Dr. Esam Eltanbouly

CORE’s Associate Consultant and Contracts Manager, Dr. Esam Eltanbouly, leads efforts to provide Dispute Resolution Consulting.

Dr. Eltanbouly holds Master’s and Doctorate degrees in Architectural Engineering and Project Management. He brings more than 35 years of experience in the construction and engineering industry, working with contractors, engineering consultants, architects, and claims specialists across a diverse range of projects. His international experience spans Saudi Arabia, Egypt, and Kuwait.

Throughout his career, Dr. Eltanbouly has developed extensive expertise in project management, planning and scheduling, contract administration, claims preparation, quantum assessment, and strategic claims support. He has advised international contractors and consultants and managed specialist claims teams on complex projects.

Prior to specializing in construction claims and disputes, he worked within the government sector, providing construction management and contract programming services. He also spent five years at Kuwait International Airport with an international engineering and management consultancy, serving as both Contracts Manager and Planning & Control Manager.

Dr. Eltanbouly has particular expertise in delay analysis and time-impact assessment, utilizing advanced planning and scheduling software in support of arbitration and mediation proceedings. He has also served as an engineering expert representing various firms before the Kuwait Ministry of Justice and has worked alongside expert witnesses in preparing reports and technical research related to project management, programming, and delay analysis.

He is a member of several professional institutions, including the Project Management Institute (PMI), USA; International Project Management Association (IPMA); Society of Construction Law (SCL), UK; and Kuwait Society of Engineers.

Georgine Ilesco

Senior Healthcare Architect & Medical Planner

With more than three decades of international experience, Georgine Ilesco’s career has been dedicated to the planning, design, and programming of complex healthcare and hospital facilities across the United States, Europe, and the Middle East.

Her expertise has been developed through senior roles with leading international architecture, engineering, and healthcare consultancy firms, including HOK, Perkins+Will, Shen Milsom & Wilke, Hill International, and management4health GmbH. Particular emphasis has been placed on healthcare master planning, medical planning, technology integration, strategic facility design, peer reviews, and campus planning.

Throughout her career, flexible healthcare environments and innovative delivery models have been explored to accommodate evolving clinical practices, technological advancements, and changing patient needs. International best practices have been adapted to local cultures and operational requirements, enabling healthcare solutions to be responsive to both their communities and future demands.

Her project experience includes major healthcare developments in the GCC, including serving as Lead Medical Planner for the 300-bed Children’s Hospital in Taif, Saudi Arabia, a project recognized with the Best Hospital of the Future Award at Building Healthcare Middle East.

Alongside professional practice, considerable importance has been placed on knowledge sharing and the transfer of international expertise, with the aim of advancing healthcare planning and creating more effective, adaptable, and patient-focused environments.

Eng. Ibrahim G. Qamar

CORE’s Associate Consultant, Mr. Ibrahim G. Qamar, leads efforts to provide PPP Consulting.

Mr. Qamar holds Master’s degrees in Engineering and Management from leading universities in the UK and USA. He brings more than 50 years of experience in project development, project management, financial engineering, and contracting, having worked with leading international and regional firms across the USA, Europe, and the MENA/GCC region.

Throughout his career, he has played a key role in developing and managing major projects across diverse sectors, including industry, power and utilities, infrastructure, housing, education, and healthcare.

For more than 22 years, Mr. Qamar has focused extensively on the development of mega projects within the Public-Private Partnership (PPP) framework, particularly BOO and BOT projects. His expertise covers the full project development cycle, including business development, consortium formation, stakeholder coordination, pre-qualification, proposal and bid preparation, financial structuring, and engagement with consultants, advisors, financial institutions, and government agencies.

He has been actively involved in major infrastructure and development projects across Kuwait, the MENA region, and Europe, including power generation, water and wastewater, renewable energy, education, healthcare, housing, real estate, and industrial facilities.

His experience includes successful project developments in Jordan, including Queen Alia International Airport, power transmission, and solar and wind projects, as well as solar and energy conservation projects in Europe. In recent years, he has led or contributed significantly to major PPP bids and developments in Kuwait and Egypt, including Az-Zour IWPP projects, a 50 MW PV solar project in Egypt, and Kuwait’s Schools Development Program, involving projects valued in the billions of US dollars.

Mr. Qamar is a member of the Institution of Chemical Engineers (IChemE), UK, and the Kuwait Society of Engineers.
