A message from the leadership

All through my 40 years in the construction industry, I have seen many institutions, owners, and contractors in Kuwait spend valuable time addressing day-to-day contractual issues, often losing focus on critical project objectives and, in some cases, becoming involved in disputes and litigation.

I came to realize that, in addition to traditional project management and technical support services, there is a need for more focused consultancy services—services that help streamline project delivery, maintain key milestones, control costs, and minimize circumstances that may lead to claims.

CORE CONSULT Project Management was established in response to this need, with a commitment to engaging experienced professionals who bring integrity, sound judgment, and strong expertise in their respective disciplines.

CORE CONSULT offers a broad range of consultancy services, from development planning through project and construction management, as well as claims analysis and litigation support.

In addition, we offer our clients Judicious Advisory Services, providing independent and objective oversight of risk, compliance, and performance on major projects.

Our message is simple: regardless of a project’s size or complexity, or the extent of our consultancy role, we are committed to applying our experience and best efforts to meet our clients’ expectations and support the successful delivery of their projects.

Our Experience

Building on the experience and legacy of our previous construction management firm, CORE CONSULT Project Management was established in 2016, bringing together highly qualified professionals with decades of experience across all phases of the project lifecycle, from inception through completion.

Prior to establishing CORE CONSULT, its Founder and Managing Partner, Eng. Ali Kahil, accumulated more than 40 years of experience across both the public and private sectors, overseeing major projects in the State of Kuwait. His experience includes the Kuwait University Building Program, master planning of Failaka and Boubyan Islands for the Ministry of Public Works (MPW), construction of the Ardiya Campus for the Public Authority for Applied Education and Training (PAAET), and program management of Ministry of Health (MOH) hospitals, among other significant assignments. This extensive background formed the professional foundation upon which CORE CONSULT was established.

Today, our multidisciplinary team combines current international standards and professional practices with extensive knowledge of Kuwait’s local regulations, requirements, and operating environment. CORE CONSULT is registered and qualified with the Ministry of Planning and the Central Agency for Public Tenders, and continues to strengthen its standing across both the public and private sectors.

Among its major assignments, CORE CONSULT is the nominated local management consultant for Hill International on the Health Assurance Hospitals Company (HAHC) project in Kuwait. The project covers the design, construction, equipping, and operational maintenance of two hospitals located in the Ahmadi and Jahra regions, with a total construction value of approximately KWD 162 million.

CORE CONSULT is also currently acting as Manager of the Security Decisions Follow-up Committee (SDFC) projects under the Council of Ministers, further reflecting the company’s involvement in significant public-sector projects in Kuwait.

CORE CONSULT Project Management maintains strategic affiliations with esteemed international project and construction management firms, enhancing our global expertise and reach.

The Founder’s professional relationship with Hill International dates back to 2005, encompassing collaboration on major projects in Kuwait, including master planning, feasibility studies, project and construction management, and claims management. Our ongoing collaboration with Hill International includes providing Project and Construction Management services for the Health Assurance Hospitals Company (HAHC).

Recently, CORE CONSULT established a partnership with CRHI – UK, a distinguished project management firm known for its notable projects across the UK and GCC region. Additionally, CORE CONSULT signed an agency agreement with EHAF Consultant. EHAF is an international consultancy office specializing in design, supervision, and project management services, with a strong presence across the Middle East.
