All through 35 years in the construction industry, I learned that many institutions, owners and contractors in Kuwait have been spending valuable time attending to daily contractual issues, losing perspective of critical goals, and often faced with litigation.

I came to realize that in addition to traditional project management and technical support services, there is a need for focused CORE services to streamline construction by meeting all milestones, and insure cost effectiveness, while avoiding situations leading to claims .

CORE CONSULT project management is built on responding to this need and is committed to recruit experienced professionals, with integrity and exceptional skills in their respective disciplines.

CORE CONSULT and its Founder, and in order to enhance its services, has forged affiliations and alliances with prominent international Program, Project & Construction Management Firms, notably Hill International (“Hill”) who are arguably the global leader in the provision of such services.

The Founder’s relationship and affiliation with Hill International date back to 2005/6‭ ‬when he was a Managing Partner with a previous PM/CM consulting firm ‬when they teamed up to provide Master Planning and Feasibility Studies and related Consulting Services for iconic projects in Kuwait‭; (‬namely‭: ‬Development of Boubyan and Failaka Islands‭). ‬Moreover‭, they teamed up to provide Project and Construction Management services for the Ardiya Campus for the Public Authority for Applied Education and Training‭ (‬“PAAET”‭), Program Management of MOH hospitals ‬and Claims Management Services for Kuwait National Petroleum Company‭ (‬“KNPC”‭).‬‬‬‬‬‬‬‬‬‬

CORE’s Associate Consultant and Contracts Manager, Dr. Esam Eltanbouly, leads efforts to provide Dispute Resolution Consulting.

Dr. Eltanbouly possesses Masters and Doctorate degrees in Architectural Engineering and Project Management. He has over thirty-five years’ experience in the construction and engineering industry working for contractors, consulting engineers, architects and claims consultants on a diverse range of projects. The last twenty years of which have been spent working internationally in Saudi Arabia, Egypt, and Kuwait. Over the last ten years he has specialized in the project management, planning and scheduling, contract administration, claims writing and quantum for consultants providing specialized assistance and strategic support to international contractors and managing claims teams. Prior to specializing in the disputed part of the industry, he worked for the government sector providing construction management services and contract programs. During a five year period in Kuwait International Airport, he worked for an international engineering and management consultancy firm both in the capacity of contracts manager and planning and control manager. he has extensive expertise in delay analysis, time impact using the latest proprietary programming software packages for the use in arbitration and mediation proceedings. he has also worked as an engineering expert representing different firms in front of Kuwait Ministry of Justice, and with other expert witnesses providing reports and research for program, project management, and delay analysis. Dr. Eltanbouly is a member of several professional institutes, including Project Management Institute(PMI) - USA, international project management institute (IPMA), a society of construction law (SCL)-UK, and Kuwait engineering society.

CORE’s Associate Consultant, Mr. Ibrahim G. Qamar, leads efforts to provide PPP Consulting.

Mr. Qamar, with Masters Degrees in Engineering and Management from leading U.K. & U.S. Universities, acquired over 40 years experience in Project Development, Project Management, Project Financial Engineering, and Contracting expertise. He has worked with leading international and regional firms and led projects in the U.S., Europe, and the MENA/GCC region.

Mr. Qamar is a member of the Institute of Chemical Engineers-UK and also The Kuwait Society of Engineers.

Over the years, he was instrumental in developing and managing projects in many sectors; namely: Industry, Power & Utilities, Infrastructure, Housing, Education and Healthcare facilities.

Mr. Qamar’s focus over the past 12+ years has been in developing Megaprojects within the Public-Private-Partnership (“PPP”) framework; entailing:

  • Interaction with strategic / consortia partners and stakeholders, as well as with related industry consultants, advisors, financial institutions and government agencies relating to developing BOO/BOT projects within the PPP framework. This also entailed continuous Business Development efforts with all such stakeholders.
  • Active and hands-on participation with associated consortia partners/co-developers, throughout the BOO/BOT Project Development Cycle, entailing preparation and submission of Pre-Qualification documents, and thereafter, Proposals and Bids for major development / infrastructure projects (primarily Power Stations, Waste Water, Renewable Energy, Education/Healthcare/Housing/Real Estate/Industrial facilities in Kuwait, the MENA region and the EU). During his tenure, Mr. Qamar instrumentally participated in successful project(s) developments in Jordan (Queen Alia International Airport, Power Transmission, Solar/Wind Plants), and in the EU (Solar & Energy Conservation Projects). And over the past few years , led efforts that resulted in shortlisted bid for Azour-Phase 1 IWPP in Kuwait (lost to competition), the development and close to Financial Close of a 50MW PV Solar Project in Egypt; and culminated recently in successful shortlisted bids for the Azour-Phase 2 IWPP and the Schools Development Program in Kuwait. Such projects budgets were in Billions USD.

Public Private Partnerships Consulting

Public Private Partnership (PPP) projects are typically large, complex, risky and capital intensive projects with very large budgets (in the hundreds of millions or even a few Billion US Dollars). They are implemented in a variety of formats: Build-Own-Transfer (BOT) or Build-Own-Operate-Transfer (BOOT) or Build-Own-Operate (BOO).

Due to the complexity and huge capital budgets of such Mega-projects, and of budgetary & financial constraints facing Governments and public authorities, such public authorities are increasingly adopting the PPP framework to engage the private sector (particularly for the provision of financing and technical efficiencies), instead of the traditional Engineering-Procurement -Construction (EPC) or Design-Build-Operate (DBO) formats.

Invariably such projects involve a Government Agency/End User who offers a “Long Term Concession” (at least 25 years) to a “Developer Consortium” to Design, Build, Operate and/or Maintain a Facility/Project. The Government Agency provides Usufruct Land for the project and other facilities as applicable (such as fuel & other utilities) and enters into a “Long Term Purchase/Off-Take Agreement” for the project’s product/service with the Developer; for the duration of the concession period. In return, the Developer undertakes to Design, Build, Finance and Operate/Maintain the Project/Facility for that concession period.

Owing to the complex and risky nature of such large projects, a Developer Consortium would include Strategic Investors, capable Technology Partners, Engineering, Procurement and Construction (EPC) and Operation & Maintenance (O&M) or Facility Management (FM) firms; to provide the necessary financing (in Equity) and the technical expertise to design, build, operate/maintain the project/facility.

The developer Consortium in almost all cases would also have to engage external Technical, Financial and Legal Advisors to navigate thru the often complex Tender Documents and Project Agreements; and most importantly to meet the requirements of the potential Lender(s)-mainly international lenders- who would provide “Non-Recourse Project Financing” (based on project assets/projected cash flow and not upon corporate guarantees). Such Advisors would typically be engaged from the Bidding Stage thru Financial Close.

The success and applicability of planning, launching, building and operating such mega-projects within the PPP framework largely depends upon a favorable Regulatory Regime and Sovereign Credit Rating. Such would protect the interest of and attract the “Primary Risk Taking Stakeholders”, notably the Developers and more importantly the Lender(s) –particularly international lenders-, who would be providing Non-Recourse Financing and Long Tenure Loans.

Fortunately, all the GCC countries have developed such regulatory regimes and have enacted related PPP Laws & Regulations. Furthermore, most GCC countries enjoy very high sovereign rating (notably: Kuwait, UAE, and KSA)
